I'm not the back-bendiest person and I've always felt that when the top of my head is on the mat in fish, my spine is kind of flat. So I experimented with prioritizing the arch of the spine over getting my head to the mat, and lo and behold I got a much nicer back-bendy feeling when I let my head dangle just above the floor.
